Memo to Members: Report on Provincial Public Library System Review
Municipalities have been supporting libraries for decades even though it’s outside our legislated mandate, but we’ve done it because it’s important.
Many municipalities participated in the provincial consultations sharing their expertise of what their library means to their communities.
Now that the report is out MNL will engage in discussions with the Provincial Government. However, our position remains the same, without legislative change and dedicated funding, the province cannot expect to download this service onto the municipalities of Newfoundland and Labrador.
It is important to note that municipalities in other provinces contribute to libraries because they are legislated to do so, and they have greater revenue generating tools than municipalities in Newfoundland and Labrador.
Unless these two issues can be resolved, MNL does not see a larger role for municipalities in funding libraries.
