Municipalities Newfoundland and Labrador is a membership based non-profit organization representing and supporting the province’s 269 incorporated municipalities and five Inuit Community Governments. MNL's work focuses on advocacy to the provincial and federal government and on providing programs and services to members.

Climate-Ready NL helps municipalities prepare for the impacts of climate change through training, planning tools, and expert support. Delivered by MNL and provincial partners, the program empowers communities to build resilience, protect infrastructure, and make informed decisions in the face of changing weather and environmental challenges.

Tomorrow’s Towns supports municipalities in building more sustainable, vibrant, and resilient communities through education, placemaking, and collaboration. Centered around the United Nations Sustainable Development Goals, the program helps towns turn local strengths into practical actions that improve quality of life, sustainability, and long-term community success.

The Municipal Financial Support Program assists municipalities in strengthening financial bookkeeping, reporting, and management practices. The program provides direct support to towns working toward audited financial statements while also addressing broader barriers to financial reporting through research, guidance, and ongoing collaboration with communities throughout Newfoundland and Labrador.

The Housing Capacity Building Program helps municipalities respond to Newfoundland and Labrador’s housing challenges by providing support for funding applications, planning, and development opportunities. Through dedicated Housing Capacity-Building Officers, communities receive guidance and resources to strengthen local housing capacity and encourage residential growth and development.
