James Hiscock Scholarship

This scholarship honours the first president of Municipalities Newfoundland and Labrador in 1951, and is valued at $500.  To be eligible, applicants must be the child or ward of any municipal council member or any municipal employee from a member municipality upon high school graduation.  

Written applications should be made to Craig Pollett, MNL Executive Director and should contain the name, address, age and school of the applicant.  A certified copy of the applicant’s transcript of marks, must accompany a letter from the Mayor or town clerk/manager of the applicant’s municipality certifying that the applicant is the child or ward of a council member or council employee. The deadline for receipt of applications is Friday, August 19, 2016.

Telephone Parliamentary Procedures Advisory Service 

Do you have questions regarding parliamentary procure? Do you need clarification on certain procedures regarding the orderly progression of meetings? This service will provide you with advice and information via the telephone or e-mail on any matter pertaining to parliamentary procedures.   This service is offered by Mr. Frank Tibbo, Past President of the MNL and an accredited parliamentarian. It’s free for MNL members and is provided by telephone only. Telephone Legal Referral Service

Stewart McKelvey provides, as a service to our members, a Telephone Legal Referral Service. This free service is a referral only - a short telephone call in which you can discuss issues with the solicitor and ask for clarification on particular legal standards. Members may use this service on any occasion as there is no charge to you. It’s free for MNL members and is provided by telephone only. A written opinion or analysis will be provided, if requested, at a reasonable rate. MNL Tire Program

The tire program has a long-standing national relationship with all major brands: Michelin, Bridgestone, Yokohama, Goodyear, and Toyo – logging an annual purchase volume of $7 million. This in turn provides our members with access to discounts between 32% - 55% on all product lines, and these are available through a national tire vendor that sells the above brands. How It Works

  • If not already a member, contact the MNL office and we will contact the manufacturer to open “ship to” account - will take two weeks to activate.
  • Members call MNL for National Account pricing and a purchase order number.
  • Call or visit your local City Tire.
  • Charge the tire(s) to the AAMDC National Account, with the “ship to” information identifying the members public works shop
  • No payment is necessary at point-of-sale
  • The invoice is sent to AAMDC accounting department
  • AAMDC pays for the invoice net 15
  • Invoice is sent to Member Municipality with payment terms of net 30

Fully Refundable – Tickets for reservations canceled at least twenty four (24) hours prior to departure are fully refundable. Tickets for reservations canceled within 24 hours prior to scheduled departure will be charged the cost of the ticket

Financial Collection Service
Credit Recovery Limited has recently signed on the MNL as a service provider to assist towns with collections. Tax collection is a major issue in most towns and cities, and without effective tax collection strategies, the municipalities lack the locally raised revenues necessary to provide its services.
